Experience     

 

2013 to Present                        Managing Officer of Assessment Services, LLC          

 

Providing appraisal course instruction, jurisdiction consulting, property assessment evaluation and expert witness services on mass appraisal and valuation issues.

 

1997 to 2013                             Elected Property Appraiser Hillsborough County, Florida

 

Responsible for the annual revaluation in excess of 525,000 real estate   and tangible parcels.  The county tax roll was valued as high as $120 Billion and the office employed an average of 150 full-time staff.  Overall responsibility for analyzing, selecting and implementing numerous technology and work process improvements. At times, these projects were run simultaneously in various stages of implementation and all had to have a focus on the budget and their influences on internal and external stakeholders. During 16 years in office, I averaged making 90 presentations and workshops per year to residents and professional groups throughout the County. Property valuation appeals averaged less than 1% annually based on the number of parcels during my 16 year tenure. Responsible for litigation resolution on cases brought by property owners against the Property Appraisers office.

 

1973 to 1996                              Bank of America - Senior Vice President and Regional Executive

                                                    Real Estate Banking Group - West Central Florida.

 

I held positions of progressive responsibility with the bank in various areas during my 23 year banking career. The areas included commercial lending, business development, credit review, consumer lending, retail banking and branch development.

 

 

Recognitions           

 

Elected the 2013 President of the International Association of Assessing Officers with 7,500 members representing 26 countries. In 2013,  I traveled 31 times throughout the US, and worldwide, meeting with leaders, teaching and lecturing on a broad range of valuation and assessment administration issues.

                            

Certified instructor and lecturer of appraisal courses and assessment administration throughout Florida, the United States and Globally. 

 

Winner of the Mi-Co Mobile Data Capture award for technology advancement in local Government.

 

Recommended by the Florida Senate President and then appointed by  Florida Governor Jeb Bush to the 2006 Florida Property Tax Reform Commission.

 

Appointed twice by the Florida Department of Revenue to Blue Ribbon committees to help educate the Florida Legislature on property tax and valuation issues.

 

Awarded twice by the National Association of Counties for advancements and improvements in local government programs.
